Change fEqConfReadConfigFromOdb to true

Nick Hastings requested to merge hastings/magnet-midas-fe:main into main

This change means that FE code will read and the variables from /Equipment/Magnet/Common at start-up allowing configuration changes without needed to recompile the FE. This is particularly useful for doing things like increasing the rate that history data is logged.
